RALEIGH, N.C. (WTVD) -- A Raleigh woman plunked down $5 on a scratch-off ticket, and it paid off big-time. Debra Deloatch bought a 5 Times Lucky ticket from K &B Sabri Inc. on Poole Road in Raleigh.
