ISIS-Somalia adheres to ISIS’s strict interpretation of Islamic law and aims to extend ISIS’s self-proclaimed caliphate in Africa. ISIS-Somalia’s attacks have been sporadic, consisting largely of close-quarter assassinations and IED operations.
